    I mean were talking about skin and tissue it will bend and stretch when it comes in contact to pressure. Also energy depends on mass not just velocity/speed. It would need to have a large enough energy while being precise enough to not be distributed over a surface to penetrate and damage tissue.

    do you know why bullets penetrate tissue, its because it has a large enough kinetic energy fixated on a very small region of area. Similarly light that is emitted by a radioactive source penetrate and damage skin cells from the same principles.

    Because mass matters. You’re not shooting tungsten cubes down your urethra (at least, most people aren’t). Rain falls at around 15 to 20 mph and its impact doesn’t hurt either.

      Oh, but if you calculate pressure (that is the relevant dimension here), mass goes away and you stay only with density, that isn’t anything abnormally low.

      The answer is probably that the OP’s numbers are wrong or that 28mph isn’t that much.
