Cutters? Why are you going for the steel wire when there’s very easily smahsable plastic piece?
If we’re being very lazy with few tools, a pair of pliers will do it. Pinch the wire close to one of the joints and bent it back and forth a bunch of times. The wire cable will eventually snap. Do it for a few of them and it’ll open a big enough hole.
Or, uh, return it to the store where you found it or alert the local police so the local corporate retail site gets their, uh, property back. Yeah.

Grinder or snips on the cables or just crush the top plastic part with either a hammer or your vehicle tires.
