Sounds like the premise to a Neil Gaiman novel
This is sort of the plot of one of the stand alone stories in Sandman: Dream Country, except with cats instead of crows (“A Dream of a Thousand Cats”). If your library has it I recommend checking it out, it’s enjoyable.
