You have non smoking sections? Here smoking is forbidden every place inside. And on balconies. If you work on floor 10, you have to go down to the groundfloor and smoke there.

This is nothing new than, charlie the unicorn was basically the same kind of joke 16 years ago. It’s on the border of “funny because random”, but the over explanation makes it a bit antimeme.
Is the joke here that the parent is asshole to their child? Or do I miss some layer of the “joke”?
