    Or my pet theory which is that indiscriminate hate from the public makes an agency worse, not better.

    Why would you want to join an agency if you know the locals hate you?

    Simple: If you don’t care what anyone thinks, or even enjoy the hate.

    Obviously, that’s going to be a very bad egg.

        He’s not saying they weren’t bad just that instead of fixing things the police just hire wise people because they are the only ones that apply.
