      Israel was primarily created by Russian and other Eastern European Jews, before eventually getting an influx of Jews running from discrimination across Western, Christian Europe (including Germany) and then finally Holocaust survivors following WWII.

      These origins still define the relationships between Israelis and their home countries. I think 1/3 of Israelis can claim Russian or Soviet ancestry.

        Also notable that Israel has an active relocation program for people who want to move there from Russia and possibly other former USSR states.

          Most of the world really, provided that you’re Ashkenazi, those who are not, well. They aren’t really welcome in Israel. To the point where the White European colonizers carried out a little genocide against those they deemed Mizrahi, the Jewish groups who had never left the holy land.
