Iran has attacked plenty of civilian infrastructure across the gulf states and Israel. It also has attacked cities with cluster munitions. Desalination plants, oil infrastructure, cities, etc.
It obviously happens to stop military movements, but so far (so far) with the way the ground war is, it’s just throwing toys. All he’s doing is ensuring fuel prices go up for longer.
Nothing says I’m losing, more than bombing civilian infrastructure.
