Because it sounds like you are saying that a woman locking her 1 year old and her friends 3 year old autistic daughter in a room for hours whilst she smoked pot, who then found the 3 year old had vomited on herself and then poured scalding water on the child and then slammed her head against a bathtub, is not a real problem.
