Uhm, they were trying to arrest him at the international terminal? International terminals are Sterile Zones, where departing passengers have formally exited the country. That’s pretty much like ICE arresting someone while they’re physically in Mexico.

That’s what the US Marshals are for. They are a police force answering directly to the courts. It’s a police force of limited jurisdiction, but an agency executive not obeying court orders falls within that jurisdiction.
Hold people in contempt, put out arrest warrants, and stick the US Marshalls (police force directly answerable to the courts) on 'em?
