International observers had previously warned that without tangible restraint of hostilities in Lebanon, advancing the other provisions of the memorandum would be impossible. Sources familiar with Iran’s negotiating team told Tasnim News Agency that this structural priority remained paramount, stating explicitly: “If Israel does not withdraw from Lebanon, all negotiations on every other issue will stop.”
The position demonstrated that, from the viewpoint of Iran’s leadership, other technical files such as frozen assets or nuclear issues are entirely overshadowed by developments on the ground in Lebanon.
The Iranian delegation viewed Trump’s remarks as an open violation of Article Two of the Islamabad Memorandum, which prohibits any form of verbal threat.
Following the development, Iranian Foreign Ministry spokesman Esmaeil Baghaei officially announced: “Following the threatening remarks of the President of the United States, the Iranian delegation refused to continue the four-party meeting.”
"Rejecting Tehran’s conditions, the U.S. president warned that if Iran failed to adhere immediately and unconditionally to the original text of the memorandum, Washington would reactivate tougher options and its maximum-pressure campaign.
The publication of those statements in the midst of the Lucerne meeting delivered the final blow to the negotiations. The Iranian delegation viewed Trump’s remarks as an open violation of Article Two of the Islamabad Memorandum, which prohibits any form of verbal threat."

Sounds good, only I’d didn’t happen.

From the article you posted:
"The talks were jolted by statements from Trump, who, from thousands of miles away, fired off comments that offended the Iranians.
Iranian state media said talks had paused after the “publication of an insulting message by the U.S. President.” The negotiations later continued."
So it did in fact happen, but despite the geriatric manchild torpedoing his own begged for peace negotiations the adults in the room recovered.
