    International observers had previously warned that without tangible restraint of hostilities in Lebanon, advancing the other provisions of the memorandum would be impossible. Sources familiar with Iran’s negotiating team told Tasnim News Agency that this structural priority remained paramount, stating explicitly: “If Israel does not withdraw from Lebanon, all negotiations on every other issue will stop.”

    The position demonstrated that, from the viewpoint of Iran’s leadership, other technical files such as frozen assets or nuclear issues are entirely overshadowed by developments on the ground in Lebanon.

    The Iranian delegation viewed Trump’s remarks as an open violation of Article Two of the Islamabad Memorandum, which prohibits any form of verbal threat.

    Following the development, Iranian Foreign Ministry spokesman Esmaeil Baghaei officially announced: “Following the threatening remarks of the President of the United States, the Iranian delegation refused to continue the four-party meeting.”

    Pretty clear attempt to portray the talks had a problem. They negotiated until 1 in the morning. The strait was never closed. Propaganda everywhere.
