Can a president be held financially liable for things they did? Like destroying historic landmarks?

All tyrants want to destroy the past. Hitler, Stalin, Pol Pot, ISIS…

I think he figures if he tears down a historic hospital for the mentally ill, they can’t ever put him in it.

Probably have a Trump statue built in all of these locations.
