I think mortn is unable to relate to the outcome (of giving horses radiation poisoning) being desirable.
Kinda similar to people who can’t get the Joker’s desire to “See the world burn”, which is why they don’t understand his jokes.I don’t think anybody said it’s desirable. It just has to be done.
